Arrest made after alleged threats to EMA director

A Crawford County Highway Department employee has been arrested and faces several charges after an incident on Sunday in which he allegedly made threats while in possession of a firearm.

Crawford County Sheriff's Deputy Shawn Scott said a man identified as Estill (Wayne) Norman, 56, of English drove to Crawford County Emergency Management Agency Director Kent Barrow's home west of English around 6 p.m., knocked on the door and asked to speak with Barrow. When Barrow went outside to talk to the man, Norman confronted him about not getting reimbursement from the Federal Emergency Management Agency for damage to his house due to high winds in September, Scott said.

Scott added Norman, who appeared to be intoxicated, then pulled a handgun on Barrow who ran into the house, locked the doors and called police. Norman then drove away in his truck.

Sheriff Tim Wilkerson, knowing where Norman lived, waited on Indiana Avenue in English, thinking Norman would return home. Scott was also dispatched and minutes later observed Norman's truck turning onto Indiana Avenue.

"Sheriff Wilkerson was waiting on Indiana Avenue, saw the truck and was able to see that the driver was Norman," Scott said. "When the sheriff tried to pull the truck over, it kept going until Norman reached his residence."

Norman was then arrested and was taken to the Crawford County Jail, where he was still being held at press time. He was charged with DWI and refusal, public intoxication, intimidation, criminal recklessness with a deadly weapon, possession of a handgun without a permit, and possession of a firearm by a serious violent felon. There were no injuries in the incident.

The Milltown Police Department was also on hand to provide assistance.
