G'town moves forward with annexation

The town of Georgetown is now on its way to a new wastewater treatment plant as town officials tie up loose ends by annexing the property purchased for the project.

At a meeting on Monday, Jan. 11, the town council conducted a public hearing on the annexation, but few residents turned out to participate in the process.

As one resident, Pamela Smith, asked questions about the property, town officials offered assurances that the project would be built according to the Board of Zoning Appeals' agreements that were made at a meeting on Nov. 30.

"This annexation was requested by the property owner," Billy Stewart, town board president, said. "And there will be nothing on this property except the wastewater treatment plant. The only legal opposition to this annexation has to be does it meet contiguous requirements. And in this case it does. I'm not in favor of just annexing people's property. But this was a voluntary annexation."

"If this property is annexed, where do the permits come from?" Smith asked. "And what about the conditions that were placed on the property?"

Both Stewart and D.A. Andrews, the town's attorney, responded that the same permits, issued by the same regulatory offices for the O'Brien property, a former proposed plant site, will apply to the new site.

"As far as zoning, we have agreed to keep the windbreaks and buffers as required," Andrews assured Smith.

"But if the public has questions on this project, what do we do?" Smith asked.

"We'll be happy to take any questions," Stewart answered. "The zoning board has said the property can only be used for a wastewater treatment plant. And the town must provide services to any property it annexes into the town. But there will be no services needed for this property, so there will be no cost to the town."

"I normally would vote no on annexation," Mike Mills, a member of the town council, said before a vote was taken, "mainly because of the cost of providing services. But there's no cost on this one."

The board approved the annexation unanimously. Board member Everett Pullen was absent.
