Former Milltown clerk charged

June 20, 2012
The former clerk-treasurer for the town of Milltown is facing theft charges following an audit by the State Board of Accounts.

Evanelle Goss, who served as clerk-treasurer from Jan. 1, 2008, to Dec. 31, 2011, is facing two counts of Class D felony theft.

Crawford County Judge Lynn Lopp had appointed a special prosecutor to conduct an investigation into alleged misappropriation of funds and other Milltown property by Goss from 2009 to 2011.

The special prosecutor, Barry S. Brown of Bloomington, said the two counts of theft do not reflect the scope of Goss' alleged criminal conduct but are representative and will hold her accountable for her misdeeds if the state is successful in getting a conviction.

According to the State Board of Accounts' financial statement examination re-port for the town from Jan. 1, 2009, to Dec. 31, 2010, which is available online at www.in.gov/sboa, Goss overpaid herself $8,895.38. There is also no record of proper deposit of collections in the amount of $818, and Goss allegedly used town money to purchase a cell phone and service agreement plan, totally $160.72.

In all, Goss is to repay the town $9,874.10.

The report also indicated comments about work to be completed by the clerk-treasurer not being performed.

Jonathan Wineinger, a field examiner for the State Board of Accounts, indicated that the applicable portions of the report were discussed with Goss on April 17 and that she would make a response. As of Monday, no official response had been received.
