This time the state has it right. If the interchange was located closer to S.R. 62 (which is a main artery for Corydon) it would make better sense and fall into the distance requirement as well as making better use of an existing highway which goes close to I-64 but never crosses it. Cemeteries are moved all the time, it's not that big of a concern. Goldman's motivations here are highly questionable.
